The report is describing a surprising situation in Dover. Dover is usually known as a place where migrants try to enter the UK from France by crossing the English Channel.
But according to the report, some migrants who are already in Britain are now considering the opposite journey trying to get back to France or other parts of Europe.
Some of these migrants are said to be living around Dover while waiting for decisions on their asylum claims or appeals. The report describes people sleeping in tents, under bridges, on benches, in parks and around the waterfront. There was rubbish, clothing, food packaging and other items around some of the places where they were staying.
One young man from Senegal, who is 20 years old, reportedly said he was living on the streets while waiting for his asylum appeal. He also admitted that he did not think his case was as strong as the cases of people who had escaped serious persecution. He said his own claim was connected to family problems but did not want to give more details.
The man said that returning to France by hiding inside a lorry was something he had thought about. The idea is to secretly get into the back of a lorry that is travelling from Britain to mainland Europe. The lorry could then travel through the Channel Tunnel or be carried on a ferry.

However, he said he had decided against it partly because he could speak English but did not speak other European languages. He also explained that getting across the Channel this way would not be easy.
The report also mentions two other migrants, Mohammad Musa and Ali Essa Noor, who were reportedly hoping to find a way to get onto a lorry travelling back to Europe.
A lorry driver who regularly travels between Britain and Europe said he had seen money being exchanged while people were waiting to cross from Dover to the continent. The report suggests this could indicate that some people may be paying others to help them get onto lorries.
The important point is that the usual picture is migrants trying to get into Britain, but this report claims that some people are now looking for ways to leave Britain and return to Europe.
There could be different reasons for this. Some may have become disappointed with their situation in Britain. Others may be struggling with accommodation, uncertainty over their asylum claims or life on the streets. Some may also believe that they would have better opportunities somewhere else in Europe.
However, secretly hiding inside lorries is extremely dangerous. A person could be injured or killed, and they could also be breaking immigration and border laws.
The report is also making a wider argument about border security. It says that whether someone is coming into Britain or leaving Britain, the authorities should know who is crossing the border and make sure people follow the proper rules.
So, in simple terms, the story is about a strange change in the direction of travel: people who originally came to Britain from Europe are reportedly considering secretly travelling back to Europe because they have not found the life or situation they expected in the UK.
